So Move,Mmmmmmm!

  You have to watch the Windcrest Economic Development Corporation Board Meeting from July 7th.  The Master of Ceremonies was none other than the Attorney. Seems the Board President was in attendance elsewhere.  The acting Board President was out of her depth.  Had no clue what to do or how to.  Now mine you, she has been on the board for over 1 1/2 years, well to be fair, the chair was occupied.  The entire meeting was orchestrated by the attorney with an occasional "So Move" muttered for the lack of knowing what the heck he just said..
  Seems the Hotel lawyers have added more to their original request.  Their original request was present a few meetings back and hence approved by the City Council.  Now it seems their lawyers want a small change.  The WEDC got into serious trouble a few years ago from small changes made after the original agreement was accepted.  The attorney stated, "These changes will better protect the WEDC and the City."  Are You So MMMMMoved?

Do Not Vote for Poster Boy

 James McFall is running for re-election on the Windcrest City Council.  This week a sharp senior citizen wrote a Letter to the Editor suggesting people Vote for Honesty in Windcrest.  In her article she says the current city council and mayor have difficulty following the City Charter.  She indicated that Four members (McFall included) do not contribute opinions or new ideas to the agenda or during meetings.  She says Life-Sized Posters would be just as effective.

 I have to agree.  James McFall and John Gretz, are both running for re-election.  They contribute very little if anything to public council meetings.  However, without discussion they always vote affirmative to any motion made by the "Team."  Most anything the lone woman, Pam Dodson. suggests gets shot down immediately, tabled or just plan dismissed.  The ladies idea of Life-Sized Poster being just as effective is very accurate.

 This suggests they have other meetings before the public meeting to form their game plan.  The mayor often refers to "Team Windcrest," as if he is the quarterback calling the plays.  This writer believes he does ALL the play calling.  And if you don't fall inline, well, you only need to listen to him cuss out the ex Fire Chief.

  Early voting has started.  Pass the word to your neighbors and friends to Please get out and Vote.  The block voting by this council needs to stop.
  Vote to replace James McFall (Place 4) and John Gretz (Place 5), These two need to go.

 One word on taxes.  Check your tax bill, your Windcrest Taxes have NOT been lowered.  This council lowered the tax RATE, but being property increased in value your Taxes actually went UP.

 Why the constant barrage of "this council lowered your taxes?"  Lies and Half Truths.

Listen before you Vote!

 I was surprised recently to learn that some residents don't follow the local news all that closely.  I read where a resident was informed that council meetings were on video that she could watch.  The reply was, "you mean the meetings are online?"
  So some may think this is old news, but being it's election time and early voting has began I figured this might reach those that missed it the first time around.  Mayor Baxter apologized for the language, but never mentions the threats being made and the half truths he stated in the audio.
  Besides, the first time around the audio was so full of "Bleeps" it was hard to follow the conversation.  Well, this is a link to the uncut, unedited recording.  I must warn you, the language is foul.
   This the Mayor of Windcrest speaking to an employee.  Mayor Baxter curses and threatens the Fire Chief if his wished are not followed.

 One sentence laced with *@#*1 would be bad enough, but Mayor Baxter carries on for 10 full minutes.  His vocabulary is evidently somewhat limited.

Note, those two council members running for re-election saw absolutely NOTHING wrong with the tone, message, or language in the audio.  Even their 3 candidate black/white sign reflects a dark side to many.

Rafael Castillo, City Manager in Street Fight

Windcrest stoops to a new low. Last Saturday, City Manager, Rafael Castillo and a Windcrest Citizen came to blows, right in front of Windcrest City Hall, of all places, under the Christmas Tree!
  Citizens indicate Rafael Castillo initiated a conversation with the Citizen about an unknown subject and during the conversation an exchange of blows ensued and the fight was on!  Very unprofessional conduct for a City Manager! The investigation (assuming there is one) report has not been released to date.
  Rafael Castillo should be seeking a position elsewhere for such behavior, but after all this is Windcrest.  Rafael is no stranger to resignations in lieu of discharge so stay tuned for further developments.
 Meanwhile, consider bringing a body guard if you plan on visiting Windcrest City Hall, Rafael is still employed.

Tangled Web of Deceit

  Have a look at the City budget expenditures.  Search for Ms Rebecca Cedillo, she is being paid every month for over a year @ $2750 per month.  She is a contractor, and her contract says 20 HOURS PER MONTH MAX.    Notice it does not say 20 hours, only a Max of 20 hours.  wow.

 She is being paid out of City funds, yet listed as reporting to the WEDC Director.  The Finance Director briefed council when her contract was extended that there was $24,000 already in the contractor line so no problem.    Would you find it Strange to know that that account still has $24,000 available,   Why, that can't be correct!  Yes it is, NOTHING spend this year to date from that sub code.  Don't be fooled by all the hot air about this administration being an open and transparent administration?  The real proof is already in the books and easily accessed.  Look at the Check Register listing, she is there.  But that does not show which account the money was charged, it just show the amount and date paid etc.

 That's because the expenses are being HIDDEN by paying this contractor from the Special Legal Fees account.  That way the books will never show a Contractor working and costing Windcrest $49,000 since being hired.

  The "Special Legal Fees" is what I would call a "Slush" fund.  Charge whatever you want to that account, no one will ever know.

  Not only does the current council condone this, they participated when they renewed her contract, which is going on 19 months at $2750.  You will not see her often about city hall.  The City Manager, Rafael Castillo is also involved as he dictates to the Finance Director as to which account to charge these expenses.

 This is NOT the only INAPPROPRIATE charge made to special legal fees, there is another smoking gun for later.

  It's time for a Changing of the Guard.  These shameful practices must be stopped and even replacing the CM with a competent CM.  

This CM is lost, this job is over his head for sure.  Of course he maybe getting coaching, but that is speculation.
